Abstract

Development is one of the most debated concepts of our time, as it implies making decisions among a set of options about goals that reflect the what an “optimal” society should be. That is why there is no single concept of development, but that this has been changing according to the challenges posed by the economy, the social and political processes, as well as environmental problems.
